What UK law says about tobacco snus
When people ask “is snus legal in the UK?”, they usually mean the classic tobacco product from Sweden. The current rule fits in one line: regulation 17 of the Tobacco and Related Products Regulations 2016 states that no person may produce or supply tobacco for oral use.
Those regulations define tobacco for oral use as a tobacco product meant for the mouth, not for inhaling or chewing, in powder or particulate form, whether it comes loose, in a sachet or in a porous pouch. That description matches Swedish snus exactly, both loose and portion.
The Tobacco and Vapes Act 2026 sets out specific snus offences
The Tobacco and Vapes Act 2026 replaces regulation 17 with offences of its own. From 29 October 2026, it is an offence in England and Wales to manufacture snus, to sell it or offer it for sale, and to possess it with intent to supply. Scotland and Northern Ireland get matching offences in their own parts of the Act.
The Act also gives HM Revenue and Customs officers a new power to seize imported oral tobacco and hold it for up to 48 hours while an enforcement authority looks into a possible supply offence.
Is it illegal to use snus in the UK?
The offences in both pieces of legislation are aimed at making, selling and supplying tobacco snus, not at the person who puts a pouch under their lip. In practice that still leaves no legal way to buy it from a UK shop, and a retailer offering tobacco snus to UK customers is not one you can rely on. Are nicotine pouches legal in the UK?
Yes. Nicotine pouches contain nicotine but no tobacco, so they fall outside the definition of tobacco for oral use. You can legally buy nicotine pouches in the UK, and shops can legally sell them.
Until now, pouches have had no specific age limit in UK law. The Tobacco and Vapes Act 2026 changes that. Its definition of a nicotine product covers any substance containing nicotine that is meant to be taken into the body, other than tobacco products, vapes, medical devices and medicines, which takes in tobacco-free pouches.
What changes on 29 October 2026
- Selling a nicotine product to anyone under 18 becomes an offence. A seller can defend themselves by showing they took reasonable steps, or steps set out in regulations, to check the buyer was at least 18.
- Buying nicotine products on behalf of someone under 18 also becomes an offence.
- The Act brings in rules on vending machines for vaping and nicotine products.
The Act also gives the government powers to set rules on ingredients, nicotine content and flavours for nicotine products through future regulations. Those regulations had not been made when we wrote this guide, so it is worth checking gov.uk for updates.

Travelling with snus: can you bring it into the UK?
Coming home from Sweden, or from a holiday where snus is sold over the counter? Here is how the rules look at the border. The government's personal allowance guide for arrivals in Great Britain sets the tobacco allowance at one of the following: 200 cigarettes, 100 cigarillos, 50 cigars, 250g of tobacco or 200 sticks for heated tobacco devices, and you can split it between them. Snus and nicotine pouches are not named on that list.
From 29 October 2026, HMRC officers can seize imported tobacco snus to help enforce the offence of possessing it with intent to supply. A quantity that looks like stock for resale is exactly what that power is designed for. Heading abroad instead? Rules vary a lot from country to country.
